How would you explain, in your own words, what it means for husband and wife to be “equal partners”?"
"16 Unto the woman he said, I will greatly multiply thy sorrow and thy conception; in sorrow thou shalt bring forth children; and thy desire shall be to thy husband, and he shall rule over thee." (Genesis 3:16)
"22 Unto the woman, I, the Lord God, said: I will greatly multiply thy sorrow and thy conception. In sorrow thou shalt bring forth children, and thy desire shall be to thy husband, and he shall rule over thee." (Moses 4:22)
And here's the commentary entitled: "What does it mean that Adam was to “rule over” Eve?" :
"This passage of scripture has sometimes been misunderstood to mean that a husband is justified in treating his wife unkindly. In our day, the Lord’s prophets have taught that a husband and wife should see each other as equal partners in fulfilling their divine responsibilities in the family (see “The Family: A Proclamation to the World” [Gospel Library]). Elder Dale G. Renlund and Sister Ruth Lybbert Renlund explained that a righteous husband “will seek to minister; he will acknowledge error and seek forgiveness; he will be quick to offer praise; he will be considerate of family members’ preferences; he will feel the great weight of responsibility to provide ‘the necessities of life and protection’ for his family; he will treat his wife with the utmost respect and deference. … He will bless his family” (The Melchizedek Priesthood: Understanding the Doctrine, Living the Principles [2018], 23).

For a husband and wife to be "equal partners" means they are equally yoked with each other. They are pacing at about the same speed together as they head towards the same direction--the fulfillment of their goals in different areas of life, and especially their ultimate goal of eternal life. They equally share the responsibility of caring and providing for the needs of the family, complementing each other with their different roles and strengths. Both of their voices are being heard when they are making decisions for the family. They always collaborate with each other as equal members of a team.
